With TDMA revision 2, the offset is referring to the scheduled cycle start. This means, even if the SOF or synchronisation frame, as it is called now, is delayed due to scheduling jitters on the master or due to the backup master taking over after the primary one failed, the slaves still calculate their slot offset based on the cycle start as published via the sync frame.
