There are some slides with an API overview available on the documentation site. Basically, it's POSIX/BSD socket API, besides the exceptions given in those slides. All other oddities you may find undocumented, please post them to the list. Would be nice to have more detailed API descriptions available. Maybe we will try to write some RTDM profile for RTnet/Real-Time Networking for one of the next releases. But the required effort is not insignificant...
