Take a look at the rtnet start script, it does exactly the startup you
need in case RTCAP=yes is set in rtnet.conf. Though you do not need
RTmac/TDMA, you could simple test RTcap by running the start script and
intercepting it after it stops. Then the rtcap devices should be
available in the Linux side, and you could verify that your build is
correct.
