Mostly I'm posting this so that the next person who searches for the error finds something useful.
I am using rtroute -f to set up communication with ~40 different IP addresses. This fails silently on the command line and dumps many: RTnet: no more houst routes available To dmesg. The solution is to modify the HOST_ROUTES #define in stack/ipv4/route.c in my case, doubling it to 64 instead of 32 did the trick. Probably rtroute should have said something on the command line to let me know some of the routes didn't get created.
