This is not exactly documentation, this is guideline (or law if you wish) and guidelines are maintained by FPC. Ruby developers (or anybody else) may suggest guideline change, but it must be approved by FPC, which is the responsible committee and they have they ticketing system hosted on fedorahosted. But if you encounter something, which does not comply with these guidelines, you open ticket in bugzilla, so developers may fix the issue. Of course there is plenty of other (un)documented rules/conventions used on various places which were not submitted to FPC for a review and therefore approved, probably because nobody felt the pressure for some codification.
