Ah, yes - disappears in the Rails perspective too. That explains it. It looks like the configurations are created for the first time when you run a file using Run, and that there's no "default" Ruby Application configuration. It also looks like RadRails doesn't use these to launch Webrick; it goes straight to the interpreter. And that there's no way to add command-line parameters to ruby (say, to add library paths) in either launch configs or interpreter configs. Am I correct on all these counts?
