I see. I was wondering how that was defined actually, but knowing the
name of the method I was able to dig it up.

I'm surprised to see that it is hard coded. The GoboLinux people would
like to have a talk with you ;) Seriously, though, that's not a "nice"
way to do it. rbconfig really needs to be used in setting this.
Personally, I would expect the gems dir to be right next to the
sitedir, where ever it may be -- just because RubyGems manages the
installation rather than say setup.rb, doesn't make it somehow
fundamentally different. At least that's my HO.
