Yes, Apple includes Rails in Snow Leopard, however, they do NOT supply MySQL, except on Mac OS X Server. They also made it very clear that Snow Leopard uses a 64 bit kernel on 64 bit machines. They test against their installation of Rails, with the gems they include and the default database SQLLite, which they also include.
