If you are looking for a definitive answer on which is the better language for your project, you won't get it. This question has been posted and answered several times all over the net, so do some research: http://www.lmgtfy.com/?q=ruby+versus+perl They both are perfectly capable of doing backend processing, web development and they both have packages and frameworks to help you with. Look around, find which one suits your style of programming better and go for it.
