Then you have the perfect environment to install VirtualBox and the VirtualRails development machine (Google will point you to both). Please, please, please... if you're starting out with Rails, start with a *nix environment. It will be a lot easier for you to follow the majority of tutorials, for things to work, and to gain the best help from lists like this. Rails *does* run on Windows (FWIW I'm doing some work at the moment on a "legacy" Rails 1.1.6 app running on Windows 2000 :-/ ... but it's a pain in the proverbials!
