The generic rules are not being generated, which is why we need to move all
this off JM's infra.
What's the current channel for the SOUGHT_FRAUD rules? It seems that even
though the generator is running, the rules may not be publicly
accessible... sought.rules.yerp.org and rules.yerp.org do not resolve in
DNS and the http://rules.yerp.org.s3.amazonaws.com/ mirror is denying
access.
