OK, so where did Row 3 (empty) and Row 4 ("RuleTable Eligibility Rules") come from?
If you added them, there is no need. The additional information in a XLS "RuleSet" are (normally) additional assets in Guvnor. The "RuleTable" is what you are authoring. "RuleTable XYZ" simply gives the XLS table a name. In Guvnor this is the name of the asset.
