I think you misunderstood. The highlight color is not the same as the
background image, it's the as the color of the foreground of that specific
character. See the screenshots for what I mean.
With fixed (non xft) fonts, it works as I expect it to.

It seems to work properly - if you have a fully transparent colour, then
thats the result you should expect.
As such, I wouldn't know what "properly" would mean, as it already works
properly.
You might experiemnt with the hilightcolor, but it is not clear to me what
you are trying to achieve.
