I used:
urxvt -xrm 'URxvt.iconFile: path/to/icon.png'
and it works.

Thanks also for testing. Were you testing in a similar desktop environment?
Based on your testing I tried the following but none displayed the
utilities-terminal icon in Task List or Alt+tab list.

urxvt -xrm 'URxvt.iconFile:
/usr/share/icons/Tango/scalable/apps/utilities-terminal.svg'
            
urxvt -xrm 'URxvt.iconFile:
/usr/share/icons/Tango/16x16/apps/utilities-terminal.png'

urxvt -xrm 'URxvt.iconFile:
/usr/share/icons/Tango/32x32/apps/utilities-terminal.png'

Incidentally, every other desktop application but one, a Python program,
does display an appropriate icon.
