Last time I looked many of the locale functions weren't even
implemented. That's not nonsense, that's from experience. Calling facts
nonsense doesn't make them go away, sorry.

Or, more likely, he hit a bug in his libc's multibyte functions. They are
not rare. Maybe openbsd doesn't follow ISO-C by having a 16 bit wchar_t
and somehow smuggling unicode characters inside that don't fit, causing
corruption in unicode characters you don't use, but the OP does. Or
something else.

His machine being broken and causing this behaviour is of coruse possible,
but rather unlikely in comparison. It would be lame to excuse it like
that.
