I dug around a little bit with my sawfish configuration, an unchecked the
option "give focus to apps even when they don't ask." There seems to be
some bad karma between rxvt and that option. Disabling it seems to make
things behave sanely.
So I guess this really wasn't a bug, just a quirk. Sorry for misreporting.
