What shell is this?  It does not seem to honour normal
ksh/Bourne/POSIX quoting?

It describes itself as

The Debian Almquist Shell (dash) is a POSIX-compliant shell derived from ash.

Could it be that your shell script is not POSIX-compliant?
Or has some bashism in it?

When setting Bash as /bin/sh it works OK.
