I believe you are thinking of Ed Wiswesser from Reading, PA.

    FWIW -- The P-7 class was the only Reading Atlantic type that was
rebuilt from the 4-4-4.  It was built to compete with the PRR E6 in the
seashore trade.  As was pointed out, it's failure was improper suspension.
