In addition to the miracle chemical cited by Bill Lane, there are at 
least two other techniques that will work:

1) Many people now use grit blasters, aka "air erasers", apparently 
to very good effect.  This requires the initial investment in the 
equipment.  I have never tried this technique myself.

2) I was told by John Verser to try isopropyl alcohol (regular 
rubbing alcohol) and a lot of gentle elbow grease. I used the broad 
end of a toothpick with very, very light pressure.  This worked, but 
only to an extent.  I found I had to finish the job by using wet 
sanding.  The best way to do this in the limited space between rivet 
rows is to glue a small square of fine-grit sandpaper to a square 
of .040" styrene.  Apply a drop of water and move the sandpaper 
block with the tip of your finger.  Clean up with a damp sponge.  
The sanded paint will look different from the rest of the car, but 
that will disappear when a coat of flat finish is applied overall.
