Many thanks to those who responded concerning my question concerning the clearance height. In the end I advised the colleague building the covered bridge to allow 22', i.e.. 4 1/8".
Whilst this doesn't permit Double Stacks, Covered Autoracks and alike, we feel that if the loggers at the end of the branch want deliveries of containers and new cars, we will then reconsider the clearances required :-) Of course all this assumes S scale manufacturers conform to the clearance standards for their equipment.
