The PRR J1 [PRR did NOT use hyphens in its loco class designations] was based
on the C&O T-1 design.  The War Production Board mandated that PRR use an
existing design but allowed the use of its choice of auxilliaries and
placement
of things to conform to PRR standard practice.   The ATSF 2900 class 4-8-4s
were essentially the same as the 3776 class except that they were required
[again by the WPB] to use different steel alloys which resulted in much
greater
locomotive weight, particularly the boiler.
