Guys,
 For what it is worth, at NTTM on the "S" layout, the water tank is  set up 
away from the railroad and represents a water supply for the A/F Cattle  Yard.  
The water gets into the tank by being pumped by a P-ville  Windmill.  This 
was done because the only Water tank available to the "S"  layout had the spout 
brax broken off.
 
Local Amish farmers at one time bought used R-R tank cars, had the dome  
removed and welded shut.  Then they had the tank trucked to their  farms, set 
on 
end on a concrete or block pedestal.  The wind mill or the  "diesel" then 
pumped water into the tank and the water flowed by gravity to the  house and 
barn.  
Top 10 or 15 feet of the tank always higher than the  second or higest floor 
of the house.  Excess water simply ran onto the  ground or into watering 
troughs placed around the barnyard.  One local tank  still plainly reads "GULF".
