One more question:  Is there any reason to think that TMCC sound and
other electronics would be better than NMRA DCC if installed by an
expert?

Depends on how you define "better than".  If we leave cost factors out
of the conversation, then the factors to be considered are:  1.
operational features, and 2. risk of obsolescence, and 3. what do your
friends operate. 
 
Taking these one at a time:  you can compare the features of DCC and
TMCC and make a comparison.  I am not familiar with TMCC and so I cannot
make that comparison for you.  I would hazard a guess, however, that DCC
will fit into smaller locos, like S scale switchers, whereas TMCC, being
designed for Lionel trains, might not be small enough to fit into
smaller S locos.  Just a guess on my part, but something to think about.
In my opinion, you should pick one control system and use it universally
on your layout.  Mixing and matching is not a whole lot of fun and will
lead to compatibility problems and other frustrations which you do not
need.  After all, the name of the game is to run trains on a layout with
a minimum of problems.  Looking at trains on a shelf is not a whole lot
of fun after the first five minutes of gazing at it.
 
Next factor is risk of obsolescence.  Consider that TMCC is a Lionel
product.  What happens if Lionel goes bankrupt or out of business?  Or
replaces TMCC with something newer and (supposedly) better?   How will
you then operate your new locos or expanded layout?  TMCC is "tied" to
one company and is subject to the decisions made by that one company.
Consider also, Lionel has just lost a $40 million lawsuit to Mike's
Train House of MTH fame.  Not sure what that means yet since an appeal
is underway, but it is something to consider before plunking down the
big bucks.  NMRA/DCC, on the other hand, is a series of standards to
which many many companies can design products.  Thus, if one company
goes out of business or discontinues a product, there are plenty of
remaining places to still obtain products and services.  I would say the
NMRA/DCC represents a lower risk of obsolescence than TMCC, but you
might query the Lionel enthusiasts and see what they have to say about
it.
 
Last factor pertains to who you play trains with.  If all your RR
buddies run with TMCC, then there is a strong advantage for you to do
the same.  Same comment applies to NMRA/DCC.  If you run your trains all
by yourself and a group/club layout or convention activities are of
little concern, then this factor is not really very important.  Local RR
buddies who have experience and love for the system of your choice will
be very helpful and supportive at the time when you need the help most
-- like in the middle of a technological meltdown.  That help can be
important for your overall enjoyment of the hobby.
