Don't worry about being able to bend plywood into a vertical 
curve.  At one period on my last layout I had an operating 
incline with a grade of over 25% with 1/2" plywood 
subroadbed.  I had to make sure the vertical curve at the top 
and bottom was not too steep.  That same layout had mainline 
grades of about 3.5%, which were compensated on the curves.  
No real problems with the vertical curves at the ends.

Note, this was a narrow gauge layout, so grades of 4% can be 
considered prototypically correct.  The incline grade was also in 
the acceptable range.
