Mr. Dave.....A pair of calipers or a micrometer could be used.  Or the 
NASG gauge would probably work since I think the dimensions are pretty 
much the same these days as with the NMRA.  Where there is a will, 
there is a way.  I suspect the main problem is that no one has 
submitted an S scale turnout to the NMRA for conformance testing.  It 
would be rather interesting to see what the results would be.  Hand 
laying with or without a FASTRACKS fixture would enable the careful 
gandy dancer to make it just the way he wanted.  Cheers...Ed L.
