Well you can use 3/4" ply if you want the layout to withstand nuclear 
attack but it really isn't necessary (unless you want to stand on it).

for Maurice Hopper's first attempt at British style ply baseboards.  
Nothing thicker than 9mm ply (=3/8") and much of it is 6mm. The 
strength of the top is given by the depth of the framing which doesn't 
have to be solid. Many British layouts on the exhibition circuit use 
ply construction for lightness and I know of at least one which has 
done well over 100 shows built entirely out of 6mm ply.  Even Maurices 
work is heavy compared to that particular layout as his cross pieces 
are double thickness.
