I couldn't agree more so my opinions are:

Tinplate (Toy, Flyer, Flyonel, etc):  Any layout using Flyer track
(including radius), switches (including all closing frog turnouts) or rail
code 172 and more.

Hi-rail: layouts using rail between code 125 and 148.

difference between S scale and Proto 64.  But it still boils down to
rail-code 125 or less.
