In the RASG we built some modules really light weight with a 1x4 frame and a 
foam flat surface without any wood.  Sub road bed was 1/4" Luann only under the 
track.  We have used Woodland Scenics coarse HO and/or Parakeet grit ballast on 
these modules.  They are light and have held up well after more than 10 years 
of use.  We also built some modules too heavy and they are a pain to handle.  
However, the modules are usually schlepped in and out of a hall with a hand 
truck so in all honesty the weight hasn't been a big factor.
