I'll keep this in my tip list!

There is a voltage regulator article in one of the latest NMRA "Scale Rails" 
edited by Steven Priest, MMR.   Unfortuantely, it appears to be too big for 
a caboose interior, but there might be a way to condense it.   It certainly 
is good for other layout applications.   I think that Circuitron also has a 
large voltage regulator for layout use, ready-to-install.    PBL had a 
postage stamp sized regulator they used to sell, but apparently it is no 
longer carried.

FYI, I think the new "Scale Rails" is worth the price of admission to the 
NMRA...

Therefore, based on what you've written, I'd say you need three
120-ohm, 1/4-watt resistors for the bulbs in your caboose. Perhaps
somebody else can confirm or correct my calculations.

I see that Radio Shack has 150-ohm resistors, which should be
suitable. They come in packs of 5 for 99 cents.
