While I don't know about the specific B&O prototype
for the SHS locomotive, its is my understanding that
blind inner drivers were not unusual on real 2-8-0s. I
just checked a drawing for a Pennsy H6b in Alexander's
"American Locomotives" and it appears to show both
inner drivers without flanges.
