The solution Ace offered was its item 4052.   Called spacers, they were 
essentially washers that one put on each end of the axle to reduce side to 
side movement.  Modifying the truck bolster might be the purist's way to 
solve this problem, but the spacers would be a lot easier.

But don't wait for Ace to be resurrected; there should be something similar 
available at your LHS.  Just look for washers that will go over the ends of 
your NWSL axles.
