I'll post this to the whole group now that several have the same or similiar
problem.

Why don't you find an appropriately sized plastic rod (Evergreen styrene is
one source) and cut small pieces (bushings) to fit into the journals?   No
need for glue and easy to remove, if necessary.   One could prbably use a
needle to put them in place...

 Could you just put a drop of epoxy in the axle holes?

The NWSL wheelsets fit, but the shorter length makes them very sloppy.
