You are correct. The lower the height of the center of gravity, the
better. The best one can do in this department is to place extra weight
in/on the trucks. For example, I have achieved an order of magnitude
improvement in trackability of my PRS cars by replacing the plastic
trucks (even those with metal wheels) with metal trucks/metal wheels.
While it's theoretically a good idea to wind weight around axles (maybe
use solder, [cold, not melted] which is easily formed), the practical
result will be unbalanced wheelsets -- much like unbalanced automobile
tires. Unless you get the extra weight pretty evenly distributed around
the axle, you will induce increasing vibration with increasing train
speed. This would tend to mitigate any benefit of the added axle
weight. So if you do this, I'd recommend using really small-diameter
solder with regular, orderly multiple-layer winding around the axles.
