I don't know about "S" scale all weather windows but I have some nicely
etched flat sheet brass all weather window kits for an "O" scale EMD
SW9 or GP9 that someone could us as a patern for an "S" scale version
if they think it would help. The process is beyond my modeling talents.
These were nicely done by a super modeler (Roland Marx) in Germany and
I haven't used them yet.
