Good question.  The British have outdoor layouts in HO/OO (their OO - 4mm
scale, HO gauge) and it rains there.  The ones I have seen pictures of are
mostly above the ground.  The rain might actually help by washing off bird
droppings:-)  S scale should be easier than HO.

This is an interesting suggestion from Dick Karnes.  I have wondered if
there 
were any S gauge garden railroads.  I have seen so many website and YouTube 
videos of garden railroads, some interesting, some not.  It may be less 
practical for those of us in rainy climates to lay down an s gauge garden
railroad 
but I wonder if there are any in California, or Arizona, or whereever?
