Dave Alley and his wife lived in the Chicago area for a few years 
before moving back east.  He was an active member of the Des Plaines 
Valley group.  The hot bottle cars are indeed HO models with S scale 
trucks and a few other modifications.  Sam McCoy made a few and as I 
recall weighted them with epoxy and BB's!  Dave's steel mill was at 
the 2004 NASG convention in Arlington Park (IL), but I'm sure work 
and detail on it has progressed a great deal since then.

Another S scale layout devoted to steel was Jerry Schnur's in the 
Indianapolis area.  Not sure of it's current status, but I do recall 
his "I. M. Bezzle" steel plant.
