Poor as a conductor as they might be, the side rods would carry power to the
front and middle driver sotra....
Have you checked continuity between the tread and the driver center and then
between the tread and the axle end....kinda sounds like maybe someone in the
past epoxied the wheels to the axles.
With the hot frame the bearing points are trying to pass the power to the
motor...did some one paint the frame with the wheel sets out of it and paint
the inside of the axle slot...I would get some Wahl clipper oil and use it on
the treads to see if that improves the pickup and then if no change oil the
axles with it and see at what point it improves the operation.
