I don't really think it matters where the Reply 'Whatever' button is. I get
emails that allow me to Reply All and not to the Sender and vice versa. It
doesn't matter which button I click. Sometimes they are the same. It is a
mystery to me as to why and has nothing to do with the group I am in.

It could originate with the sender in that the sender has something set in
his/her email system to allow a reply only to the group. I believe that
when you sign up to a Yahoo Group that you as a sender do have that option.

Sometimes, I have erred and sent a sensitive private message publicly by
hitting the reply button and not checking first. My fault. Now, I really
check.
