Dear Ed,
   Several things can be tried for one of our switchers that are not 
happy.  I am sure you checked for the common things like dirty wheels 
(half the switcher repairs we get are for either dirty wheels or contact 
wiper replacement).  You might want to check that the wipers all touch 
the back of the wheels and when the wheels are moved from side to side, 
the wipers follow and still contact the back of the wheel.  One 
derailment when the wheels from the same side touch both rails at the 
same time will make the wiper lose their temper.  
   If I had the loco here, I would remove the 4 screws holding the body 
to the chassis.  Then with the decoder removed,  use a VOM and check 
that for continuity between the rails and the sockets.  Socket 4 should 
be left (fireman's side) pick up and socket 8 should be right rail 
(engineer).  If you do not get a value, check the wipers.  You can also 
use the VOM to be sure all wheels on the same side have continuity.   If 
this all checks out, insert the DC shorting plug (the two diodes go 
toward the front).  When DCC power is applied to the engine, you should 
hear a faint buzz coming from the motor.  Using the analog "0" address, 
see if you get any movement of the engine.  If you do, I think it might 
be the decoder.  Let me know how you make out.
