I agree with Ken as he's right on the money!  As a Pastel (please don't call
it chalk) artist and a S-scale model roailroader I have been weathering with
pastel for many years, so I offer the following advice:

1. Use dry pastel media available from most art supply stores, or on-line
from places such as www.dickblick.com   In addition to paper wrapped sticks
of pastel colors, you can also buy dry pastel media in pencil form that can
be sharpened to a very fine point.  That can come in handy when trying to
replicate cracks and/or fine streaks from lettering.

2.  Pastel works best on surfaces with "tooth" so a over coat of dull coat
is recommended for plastic and brass surfaces.  Wood sided cars tend to hold
pastel the best and don't really need the dull coat.

3.  And, here the most radical suggestion...don't use a clear spray or
fixative over the pastel weathering.  I never use it on my pastel paintings
and don't use it on my rolling stock either simply because you don't need
it.  Nothing dulls down a finished piece more than a clear overspray.  I
have cars that I've weathered 20-years ago that still have their original
pastel weathering.  Yes, some of it may wear off, but if you handle your
stuff carefully, it shouldn't be a problem and it's really easy to re-apply
if needed.
