Well, NYC had the light version, so I guess that's what Ed would be 
lobbying for...

Either the Light or Heavy 2-8-2 would be a winner.  It's probably about 
as "univeral" a steam locomotive as you can get.  About 50 roads had 
the USRA Light (or copies) 2-8-2 and about 24 had the Heavy.  Some 
roads rostered both.
