Jeff that's true, however if using the TSU decoders you can boost the  bass.  
If you push the bass reflex too hard (too loud) they'll  distort.  The HB 
with factory enclosures, on the other hand because of the  big magnet will 
handle 
the boosted bass and the higher volume output.  
On our installs in HO on the narrow hoods (GP's and SD's etc) the bass  
reflex is the way to go.  On F units in HO or larger scales the HB shows us  
better 
sound with the bass boosted.  On S and O scales you can get the  bigger HB 
speakers like the 1.22 , 1.57, 1.77 , and 2.07 HB speakers can be used  with 
stock enclosures with very good results.   I'll try to post a  video of a HO F 
unit with a HB speaker with factory enclosure and a TSU with the  bass boosted 
all the way down to 60 hz.

The bass reflex speakers are self contained.  Another  words they are sealed
and ported to allow just enough air to get to the  back of the speaker.  The
high bass speakers need to have an enclosure  made for them to get good
sound.  The high bass speakers have a lower  frequency response around 170
hz.  Mostly it depends on your space and  application.
