QSI makes the sound decoders for several of the HO locomotive manufacturers.  
They just recently released a separate sound decoder.

ESU sound decoders allow user uploadable sounds.

Besides Soundtraxx, QSI, and ESU, I know of the following additional sound 
decoders for DCC controlled trains.  I didn't include sound-only decoders 
except for the Intellisound.  It is included because of the SUSI interface.

CT Elektronik (Tran) SL51-2

Uhlenbrock Intellisound – This one is sound only, but it can use the SUSI 
interface found on some decoders (Lenz, Zimo, etc.) through which it gets 
speed, load, command information.  Can upload sound files through the SUSI 
interface.

Zimo MX640 – Sound uploadable and decoder software upgradable.  Can upload 
sound files sampled at 22K or 11K.  Most capable sound and motor decoder I've 
found from a control feature point of view.  Can hand RailCom (bidirectional), 
asymmetrical DCC, and Zimo number recognition and HLU.

Zimo MX690 - Similar to MX640 for large scale use.  More function outputs

Tsunami may sound the best but the limits are very high.  No Baldwin,  
Lima, FM, Etc diesels.  No modifying the sounds to model a specific  
unit etc.  I never heard a QSI.  So if you happen to model a  
locomotive which Sountraxx has deemed to provide the sound for - good  
for you.  BUT, for the rest of us -- thanks but no thanks.  Anyone  
else make sound decoders???
