Jim...For cheap painted plastic people that are OK from a distance, try 
O scale teenagers available from Circus World in Florida.  The bodies 
are smaller and good enough for a less-than-discerning viewer.  
Interestingly, the heads are a bit too large relative to the bodies, 
but nobody really notices that.  Bill Winans got me a bunch of these 
years ago and they populate passenger cars where you cannot see them 
very well.  Diagonal wire cutters can take care of the legs.  Good
