I haven't seen the pic you reference, but in the real world, TOFC could be 
accomplished using a ramp and a semi-tractor. You would spot up the empty 
TOFC flats against the ramp.  Drop the drop ramps between the ramp and in 
between the cars, then the semi would back the first trailer up the ramp, 
onto the cars, and to the car it was designated for.  It would then dolly 
down the trailer, unhook, drive over the TOFC cars, down the ramp, and go 
get the next trailer. The TOFC crew would secure the trailer while the 
tractor driver retrieved the next trailer.  Repeat until all TOFC's are 
loaded.  Gotta' think ahead on which car gets which trailer... because you 
MUST load them in sequence.

They used to do this all the time on the Frisco at the Ft. Smith yard.  Used 
a little White tractor with the driver's side door removed for quick 
entry/exit.
