That's strange.  Open top cars are impossible to disguise as being a load or an 
empty.  An actual load has to be inserted or removed every time.  Obviously 
closed cars don't have this problem.  Must be another case of runners as 
opposed to operators, which of course is the dominant type of S.
 
In northern New England 1 or 2 hoppers together would not be at all unusual.  
Again, I guess it depends on where you model.

My experience (and personal preference) is that open top cars (gons and
hoppers) are the most popular sellers regardless of scale. Yes, boxcars are
up there too and there is probably more variety with boxes than hoppers
(ends, height, etc.) but WELL MADE open cars have a lot of interior detail
that makes them attractive. Also, how many times have you seen just 1 or 2
hoppers in a typical freight from the 80s on back?
