That's strange. Open top cars are impossible to disguise as being a load or an empty. An actual load has to be inserted or removed every time. Obviously closed cars don't have this problem. Must be another case of runners as opposed to operators, which of course is the dominant type of S. In northern New England 1 or 2 hoppers together would not be at all unusual. Again, I guess it depends on where you model.
