How many times have we all been trackside and picked up a piece of ballast? 
Most ballast 
chunks can be held in one hand comfortably, correct? That having been said, I 
would think 
that an S scale figure should be able to hold a piece of ballast in his/her 
hand in the same 
manner. This is why I like to use HO ballast for S scale. It's small enough, 
but looks right 
for S scale.

It doesn't hurt that there are many kinds of HO ballast available as well.
