Thorin: You shouldn't have to make a new bolster - the NASG wheel standards are not that far off from the old NMRA standard used for these wheelsets.
As far as holding the trucks together, I am not familiar with the passenger trucks, but the locomotive trucks used a small piece of wire to hold them together. This wire went through holes in the bottom of the journal slots. I'm also not sure what Miller used to fasten the bolsters to the truck sides. Again, the locomotive truck frames and bolsters were one piece See if you can post a close-up photo of one of the trucks, especially the areas that are giving you problems, in the Files or Photos section so I can see what your working with.
