I've been using fine screen sifted "road durght" for a lot of my ground cover, 
and tinting it with either granite dust from a local tombstone company or 
powdered colored tempera from Hobby Lobby to color it for specific purposes.

Also, I soak ballast and ground cover thoroughly with wetting agent to cause it 
to flow and smooth out, then apply the bonding agent, at this time Elmer's Glue 
diluted with water.

I've been doing some ballasting, etc., and hope to post a few photos later.
