Fascinating. I appears to be an up-scaled scan of an Athearn HO car.

Quickest build would be to assemble it as a "box" and put it either on an AM 
flatcar or an old ACE conversion floor for the AF box/stock/reefer. The real 
car probably had straight side sills and a fishbelly center sill, so a piece of 
wood floor stock, bolsters and an SHS center sill casting would also work.
